IIS Send Email - The transport failed to connect to the server.

The transport failed to connect to the server.
/mailer.asp, line 60

I get this error when a user trys to use CDOSYS on my Windows 2000 Server to send email. We don't have IIS-SMTP installed because there is a POP3/SMTP MailEnable server already installed.
