IIS Permission for non-admin User

I am using IIS on an Windows 2000 computer. I used to log in as administrator and everything worked fine. Now I log in as a Power User (just for security purpose). But I could not access IIS (the management interface, or whatever it is called.).

How do I give a non-administrator user the full access to IIS?
