IIS lockdown and SUS

My boss installed SUS server on our windows 2k3 SBS. I setup and tested the installation in a test setting. When we moved the server to a production environment we started getting errors. Here were the settings in the test setting.

IP = 192.168.0.122

when we moved the server to a production environment we changed the IP to 192.168.0.24

When we did this we are getting a 403.6 error that say the ip is blocked or banned. I think I have narrowed it down to the lockdown tool locked the iis server to only accept connection from the 192.168.0.0 network. I can't find the tool to change these settings. From what I've read you need to install the IIS lockdown tool in windows 2000 servers but in 2k3 server it is already there. I can't find it. Can somebody help me please and give me some suggestions if you don't think this is wha my problem is

Just a very obvious check but have u checked to make sure that that IP address isnt already in use in the environment?

Yes I've checked that. It blocks any address that's in the 192.168.1.0 network, even itself. I can't get into the susadmin screen locally because of it. I get the 403.6 error sitting here at the server
