IIS & PWS: get message "error unable to find cookie"

Hi all;

I inherited a website[built primarily in Perl] which was originally developed on a win98 machine. Testing it locally in inetpub, everything works fine except it seems to have a problem with cookies. I get the message:
error, unable to find cookies, please ensure they are activated.

When loaded remotely on the webserver, all works fine.

Is there an issue/s related to cookies in localhost which I am not aware of? Any help would be excellent.
Maybe a link to something that deals with cookies??? I know this sounds like a web issue, but I do not have this problem in Win98/ME...

review the privacy settings in your browser. it might be restricting (or blocking) the cookies which results in the error message. go check it (on IE)go to tools, internet options, privacy tab.
