IIS 6 user quota

Hey all,
What's the best method of limiting user accounts in IIS 6 on Windows Server 2003?
We have about 50 clients with web sites and now want to implement quotas on their space (haven't needed to before).
Should we just set NFTS disk quotas on the drive? As there are 50 sites, there are alot of users (max 1 per site) that we would have to configure and this seems like the long way to enable quotas.
Frontpage 2002 extensions are enabled, if that makes any difference, tho I couldn't find anything in them to allow space limitations.
