IIS 5.1 - FTP Server Login Issue

I set up an FTP server on an XP Pro box, with IIS 5.1. It's a box with a static IP, and I'm only going to use it within my LAN.
When I go to log into the site, either by using the IP or the computer name in the address, I can't get past the login screen... either trying to log in anonymously or entering any username or password associated with the server or network, or even entering the user and password I set for the anonymous logins. The FTP Site Operators field is greyed out, so I'm unable to add any new operators.

I've googled, checked MS.com, and searched here for any relevant topics, but haven't come up with anything. Any insight into this would be greatly appreciated. Thanks.
 
You have to specify default ftp directory and logged user must have rights to this directory.

Which error do you receive back from FTP server, when you try connect? If you see only timeout error, than check if you have enabled port for FTP in firewall(21 is default). And also check if FTP server is running.
