I have tried to work this out:
I would like a feild on my form to move to a secondary feild automatically IF the user inputs over a certain number of characters.

This is needed as the size of the form and report are too small to accomodate a large amount of text. If the user is entering text, I would like a secondary feild to open.

If you set the property of your text box to allow it to grow with scroll bars on the form and do allow to grow and shrink on your report you will not need more than one text fields. Personally, I wouldn't implement the way you are thinking, it is not a very good database design.

Hope this helps.

The form/report in question is a State form and must stay the same size. Any additional text for the feilds in question must be printed on an additional page. Therefore I can not use the Grow Property .
