IE6 saying 0 cypher when it's really 128

I'm having an intermittent problem on my computer. Windows 2000 SP4 with IE 6 SP1, all critical updates and service packs up to date. Sometimes my browser indicates 0 bit cypher strength. I have downloaded and installed 128 bit some time ago. Some boots my browser indicates 128 bit and I can access secure sites, other times it indicates 0 bit and I cannot; other times, it seems it boots with 128, I do some stuff, leave the computer for awhile, and when I come back, it's now 0.

I've found this on microsoft.com:

However, it does not acknowledge the problem on Windows 2000 and therefore gives no fixes for it.

Anybody seen this and know how to fix it?
 
. Recheck your ActiveX controls under Internet Options.

. Rebuild Java. Either MS JVM or Sun, or both.

Some viruses have been known to interfere with SSL encryption and various components of IE. Be sure to update your virus definitions, close out of everything, and do a full scan of your hard drive.

Also, have you tried removing and reinstalling IE6? It may come down to that.
