I know they are different, I am referring to temporary internet files that if present will allow for faster loading of a web page if no changes are present. Refer to the option for IE under tools - options - advanced tab then scroll down to the bottom portion and look for option that reads "Empty Temporary Internet Files Folder When Browser Is Closed
Okay, what I did so far is to boot into safemode, and opened IE and when I closed it, all temporary internet files were deleted. The registry value is set correctly.
Once I booted back into normal mode, I closed out things one at a time in my system tray and eliminated all but Nortor Professional 2004. I don't know how to eliminate that as it only gives you an option to disable the auto protect. When I try to stop the processes associated with Nortons to get rid of it for testing purposes, it gives an error that that service cannot be stopped.
I searched the support pages for Norton, but found nothing.
I found that the temporary internet files won't empty if you use the X in the upper right hand corner to close IE or if you have to end task. They will only empty if you go file ->close.
Also, if you have mutiple instances of IE open they will only empty when you close the last instance and once again you must use file ->close as opposed to the X.
I have wrote my own program that will clean out the TIF and leave cookies behind on current user. You can also choose the other users on the computer to clean out the TIF for them as well. You can also Delete the Temp files within the Temp folder with it. I am still working on the program itself but if you wish to try what I have finished you can download it at

I did not expect a completely empty temp folder, but the folder always shows nearly the maximum of whatever settings size I give it.
I do not clean the TIF for space or security reasons. It just seems wacky things at times happen if the TIF is maintained between IE sessions.
Right now I am playing with settings on the size of TIF so that essentially the FIFO nature of this cache will "fix" things without worrying about its contents. I am currently running a TIF of 10 megabytes.
In XP you can delete contents of TIF folder (including index.dat) of other users (eg. alluser etc.) but not the one you are signed on as. If you create another user you can use that to delete all others. Please note that there is always two index.dat files per user. These are recreated empty when Windows boots. Do this just before shutting down as some programs can be unstable if run and need the index.dat.
