IE Security Settings - Download keeps reseting to Disable

For the past few weeks I have several users who keep getting the Security Settings changed every time they reboot.

For some reson Downloads keeps changing to DISABLE.

I have no idea why. Is there a registry hack we can do that will keep the Security Setings for Downloads ENABLEd?

I change the registry setting, but when I reboot, it changes back.

Any Ideas?

Maybe someone up the pipe wants downloads disabled on the network?
Are you the Admin?

Yes, I am the admin. No one is doing this om purpose. We don't run any policies or anything.

Did you by chance raise the default Security level in Tools > Internet Options?

No I have it on low. Thing is its happening to 3 users ever since a "pathced" thier PCs

And...have you tried removing the patch(es) and seeing if the behavior persists?
XP machines?
