IE popups.... Help!

I keep getting popups even when not browsing. One of our users is a self styled 'guru' and took it upon himself to install every little program he could find to 'wash the registry' . I have uninstalled these programs and the problem remains. I presume its something set in the registry but I cant find anything. I need a free reliable registry cleaner, any suggestions?????
There is also a little program called virtual bouncer which keeps reinstalling its self?? any one come accross this before?
I am running IE 6.0 SP1

Download and run in this order:

cwshredder *
SpyBot 1.2 *
AdAware *

* = Update the definition files within the program as the first step.

Step #2: download a do a clean/repair of your Winsock service entries using this utility:

Pop-ups while not browsing may be coming in via Windows Messenger service. Disable it by following the instructions here:

See if he downloaded any desktop "theme" software.
If so, remove it.
