IE error will not go away

I have one user that has an IE error that will not go away. Whenever he submits information to the internet the box that asks "When you send information to the internet, it might be possible for others to see that information. Do you want to continue?" It then has a check box and a yes and no button. The check box (in the future do not show this message) is always checked and the user always clicks yes, but the box keeps showing up. Any ideas? I deleted his local profile and had him log back in but it still happens. Thanks!
 

I found a Knowledge Base article, number 298612 that addresses this, and I also found the following on another web site: (this has to do with the security tab under the internet options)

When "Submit nonencrypted form data" is "Prompt", you get the annoying dialog box. When the selection is "Enable", you don't see it.
