IE 6 Webpages Load Slow

Recently I have experienced every webpage loading very slow. Am running Windows XP Pro, OE, IE 6, Norton Utilities, SpyBot etc. After running SpyBot and Norton scans I have found no help. I am on a Cable Modem which is very fast.

Webpages load in 1-2 seconds and then IE hangs with the green barred activity indicated full but absolutely no user control of the page. Scroll bars don't work, nothing can be clicked, etc. Just sits there for 15-20 seconds. Then control returns and everthing seems fine. Next page the same thing.

I have disabled Norton to see if that helps, Nothing.

Ideas?
