You can do this yourself in the registry. The important thing to remember is to use the registry hive HKEY_Current_User and not the hive HKEY_Local_Machine.
There are two differing ways to accomplish the task as well. You can hide the drives, or you can prevent access to their contents. Log in as Administrator and temporarily give a restricted user Admin rights. Logon as the restricted user and make the registry change to HKEY_Current_User. Login as Administrator and reset the logon type for the restricted user.
