ID event 16650 source: SAM Disable to allocate ID account

I have a DC(OS: windows 2000 with AD)on my network whose Performance Monitor notices the following messages:

1)ID event 16647 source: SAM
-> DC is executing a request to have a new pool of ID accounts.

2)ID event 16650 source: SAM
->Windows 2000 is trying to init the ID account pool untill success...Creating accounts is refused on this DC.

The second message appears every 2 minutes and is flooding my Performance Monitor and my LAN's bandwidth.
Please, can someone help me? Thanks for your help...
