ICS and Win2kServer

My clients win98se can access websites on my server wk2advserver but are unable to access the Internet, although ICS has been set up on the Internet connection. Internal facing nic is 192.168.0.1 subnet 255.255.255.0 and clients begin at 192.168.0.2 with same subnet, gateway set at 192.168.0.1 No domains set on network all on same workgroup. what am I doing wrong. PS I tried using obtain IP automatic on client that didnt work either. My ISP is aol via 56k modem.
 
Can you ping the server's external IP from the LAN?
What about DNS servers for the LAN clients?

Just some things to check.
 
I can ping the outward facing IP from all over the network but can only get past it on the server.
Tried with DNS and without, tried NAT, Downloaded Wingate to give that a go but no joy. I think the problem must be due to AOL installing itself as a WAN adapter under 2k server instead of a dial-up. Any thoughts on this?
