IAS, ISA, WINS Admin Rights

We have a 2003 AD Domain and are using IAS, ISA & WINS services. Does anybody know the explicit admin rights (groups) for full administration of these services, as we have a separate Comms admin group who control these services, which are not Domain Admins, however the only way we can successfully configure these services is if a domain admin account logs in...

We don't really want to go down the route of enabling Domain Admins left right and centre and would prefer to hone the rights as and when necessary....

Any help would be appreciated...
