IA770 Denial Event 1191

Hello all
I've seen some other posts on this but it seems no one has provided an answer that helps, so I'm trying again.
We're running CM 5.2 (upgraded to latest patch) and using CM Messenger. When we dial the VM pilot, it works 1 out of 10 times, otherwise we get a busy or dead air. We are getting a Denial Event of 1191. We have tried:
Busy and release signalling groups and H323 trunks.
Verified set up as per the CM Messenger install guide (including codecs, NRs, etc.).
We still have the problem.
Before I chalk this up to DB corruption and rebuild the whole thing, I was wondering if there were any other tips.

Was your Network Region configured successfully? Make sure you put a different NR on the far-end signaling. Define proper codec on each NR and it will work.

I have set up the codec as g.711MU. Not sure why I need a different NR for integrated VM. I should have mentioned this is an S8300 server in a G450 media gateway. But I will give it a shot. I've done other implementations of this type and never created a different NR for VM and it worked fine.

It seems we found the fix. Remove the H323 trunk group and signalling group, then put them back in.
