I work for a small organization that recently won a government contract. Accordingly, we have to have our IS in accordance with goverment standards. How do I setup and push out a logon banner? Thanks for the help

Group Policy for the Domain:
Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options:
1- Message Text for Users attempting to log on
2- Message Title for Users attempting to log on

It doesn't appear that I can add a text file this way. I have a text file containing the DoD warning banner that I'd like displayed when a user attempts to logon.

No, you'd have to type it in if you used group policy. You can send a regedit via login script as an alternative. The location is:

HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon.
1- Legal Notice Caption
2- Legal Notice Text

Could you explain this in layman's terms: How do i get to HKLM? Do I insert the script in Legal Notice Text? Do I have to point the machines to the script?

HKLM is HKEY_LOCAL_MACHINE
yes, you would paste the text into Legal Notice Text, and put whatever title you wanted into Legal Notice Caption.
you could use group policy to point the machine or user to a startup script. the more conventional method is to point the user account to a login script via AD Users and Computers.
