I want to download EXE and ZIPs

I want to be able to download EXE & ZIP files but cannot
seem to allow this. I can download EXE from Microsoft
but not from any other website. I have installed ISA
Server SP2 so assume I have the latest patches to correct
any issues. I can browse sites ok too.
