I need to change the originating number on 911 calls

We have a SIP trunk in Dallas and as we added numbers around the country 911 has not been a problem except one location where I had to add a pots line because 911 could not be handled there. I have a new case where we closed an office in New York and moved the people to New Jersey. They want to keep their old numbers but we are not being allowed to put them on 911 service in NJ. We have new DIDs for the office and only 3 people have these New York numbers. I am trying to figure out if there is a way in session manager or cm to match on both the originating extension and the destination then change the outgoing caller id on the SIP trunk. Otherwise I have to get another POTS line and make the office ARS table use it for all 911 calls.
 
Use Emergency Extension Location in the ip-network-map. For every subnet, specify the CLID for the 911 calls. If you got a NJ DID, you can send that DID for those subnets out the SIP trunk and ideally make everything work.
 
Thanks Kyle. I have been reading up on emergency location extension. It looks like my solution but the docs leave me with a few questions. Typical of so much Avaya documentation they do not describe what a parameter does. Just a repetition of the field name really.

The Emergency Location Extension for this station.

I have not found anything about creating an emergency location extension to put into the IP Map or station fields. Do I just create any extension and phone type?

I am guessing that emergency calls will be identified by the ars table 911 = emer, and when that happens the outgoing station id will be changed to the emergency extension. My session manager would then change that extension to the main number of the office as the call goes out.
