I need help in choosing between Oracle and SQL Server

A friend of mine wants to start an online site that keeps track of research data and researcher. He wants to go with Sql Server because he's more familar with it and also it's cheaper than Oracle, But his main worry is SQL Good enough to handle the amount of data He's going to store? THere will at least be 40 million researchers stored in the this database and each will have thousounds of research data related to them. What are the advantages and disadvantage of SQL server and Oracle. Will SQL Server be able to handle the workload? Is Oracle the better choice in the long run. Lastly Can anyone give me the estimated Cost to purchase and maintain SQL server and Oracle.
 
we had a quote from oracle at work for a single processor server and 20 clients (i think) and it was 95,000 UK punds.

what's wrong with linux and postgresql ?
