If you are going out, your dynamic IP should not matter. If the VPN policy requires static IPs try a service like no-ip.com that will allow you to create an FQDN that goes back to your IP address no matter what it is. You just have to run the updater program on your machine to keep the FQDN pointing at your correct IP. That is the same logic as the incoming VPN too. Just get a synamic update client like the one mentioned above from no-ip.com and have your VPN clients point to that to get to you. easy as pie. I do it for remote sales people if they need me to log into their machines from the office, it works great.
