i can't install any program in vista. why? my acc is admin

I can't install any programs in vista. The account type is administrator. Although it's not built-in Administrator account. But regular user with administrator type can install program. When i try to double click the program, it popup a message "Windows can't access the specific device, path or file. You may not have the appropriate permission access the item."
i try to install any program in window vista and pops up the same message.

sorry. the problem is fixed with recently vista patch, kb940510.
i just randomly do update and can't believe the problem is solved.
i am sorry for posting question.
