I can't access the Internet...

When I try to access the dell site (or any site) on the internet by typing the domain name on the address bar, I get this annoying message:

"access to the resource '

http://www.dell.com'

has been disallowed"

Anybody out there knows why? I might add that if I log in as administrator, I do get access to all sites.
Go figure!!!
