I cannot boot off a USB Memory Stick?

I've got a bootable floppy, and copied all the files onto a usb memory stick, they are both formatted as FAT. I can boot off my floppy disk, but i cannot boot off my usb stick. I've checked the bios, and the usb device is set at the top of the boot order.

It appears to read the memory stick (you see activity on the stick), but then says "incorrect disk hit any key to restart".

Is it because i'm not in the windows environment that makes the usb stick inoperable?

I have read that it must be formatted as FAT (also known as FAT16). By default, it might be at FAT32 which is not a compatible file system in MS-DOS.

I must say that is not really an argument beacouse I have used a usb stick formated fat32 to boot my computer, by the way, as I know MS-DOS 6 "knows" fat32.
so have you tried what I adviced you??

Yeah, i formatted it as fat, as opposed to fat 32
