I can´t get access by www just by ip address

In my windows 2000 server with sp4, i cant´t get access by internet explorer/firefox, just by ip address.
I put two dns number of my provider in network properties (tcp/ip), these ip address are ok.
Sometimes when I type access some site like although vey slow , but I get access.
but in the most of cases the browser returns message:
it´s impossible to resolve the name of system to destination If I type 200.xxx.xxx.xxx it return the page of site no problem.
In the prompt ping ip adress OK, but ping not ok.

Someone can help me?

This is an DNS issue, is the internet connected directly to the server oris there a router in place?
 
Yes, my server is connected directly to the internet. I don´t use any router.
 
OK I guess the I need your configs on how you set up the nic on the server, also are you running a domain?

IP Address
Subnet
Gateway
DNS Servers
 
my internal ip address 192.168.200.253
subnet 255.255.255.0
gateway 192.168.200.254
dns (external) 200.175.5.133 and 200.175.89.139
where is nic properties?
 
What device is at 192.168.200.254?

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.

Don't you just point DNS back to your ADSL modem and let that sort it out? Or am I thinking of Cable setups?
