I am a new DNS user and have a website on my server that I can access with the IP address but not with the domain name. Can someone give me some information that might assist in resolving this issue?
 
Have you registered the domain name with a registry? Have you lined up a DNS hosting service, or are you running your own? Have you entered the record matching the IP address with the domain name? If you've done all of those, then more in-depth troubleshooting is in order.

The Domain is registered. Have my own DNS hosting service...but I am not sure about entering the record to match the domain with the IP...I am thinking this is what I need to know how to do but I am not sure how..

When you say you have your own DNS hosting service, do you mean that you have your own server running DNS, or you're paying x per month for someone to host it? If it's the latter, they should have instructions on their website on how to do it, if it's the former, it's a question of what's the operating system you're trying to do it on.

I have my own server running DNS on Windows 2000 Server.
 
Have you tried pinging to see if it resolves to the correct address?
