Hunt to coverage remote

Trying to configure an emergency number it needs to ring two phones simultaneously then after 5 rings overflow to mobile. CM is set up with multi locations and this is for location 5, but guessing hunt groups are not associated with locations.

I configured hunt group to coverage path. First choice on cover path is cover answer group with the 2 extensions set to 5 rings then second choice coverage remote to mobile.

Trace of set calling it looks to hit the cover remote, uses ARS all location rather than location based, but set this up an see it choose the route pattern configured but doesn't sieze the trunk. Then goes back to choice 1 in cover again. I don't see any denial events in the trace.

think this is the issue (below) as I am on 8.1.2 but not able to upgrade without arranging the change, I worked around it by adding a 9630 set to same location and cover on busy/no answer to remote, and assigned bridged appearances on the two phones.
