HTTP Status 500 - No Context Configured

When trying to start Congos Connection I get the following error message.

Cognos Configuration is up and running. Content Store was created with SQL Server and was created properly. Apache Tomcat/4.1.27 is where the error seems to be happening.
Anyone have any ideas?
