HTTP 405 - Resource not allowed

I can't seem to make a cgi file execute on the server (formmail.cgi). The IIS permissions appear to be set correctly. I have tried two different cgi files, one from the previous site on a UNIX server, and one that's designed for NT. Any help or ideas would be much appreciated!

Here's the NT cgi file that I got from the IP Switch I-mail website (We are running I-mail on the server)
