HTML mails using Outlook 2000 and 97

I am an Outlook 2000 users, and create html based emails for campaigns in frontpage and save these into my stationary file so as to be used with outlook. Now, this looks and works great, as you have all the flexibility of links and form generation in your emails. However, i have a problem with sending to lower ranked users. Ie. those who are using outlook 97 or lower. As the picture files come through as an attachment, and languages are also a problem when opening the email (as apposed to in a preview pane).

Does anyone have any experience in this, and knows of any ways in which these problems can be solved? Also, what other software packages will be able to cope with outlook 2000 html emails? Thank you for your help already.
