How do I link different parts in a JPG-banner to a Flash movie that needs to be opened in a new window and also start playing on different frame labels depending on where you click in the banner????

Create an HTML image map for your JPEG. Then link to a Javascript function opens a new window, with a parameter attached to the URL to be opened. In the HTML with the Flash movie, write FlashVars dynamically depending on the parameter passed. Then let your Flash movie to go to the specific frame according to the FlashVars.
