HP XP PC with two monitors fails to boot OS post-BIOS upgrade

We have a user with an HP XP PC that we tried to add a second monitor to their setup. The setup has worked - after updating the BIOS - but when cold booting the PC will freeze half-way through trying to load XP.

I've tried using the "last known config." option on boot-up but this has not resolved the issue, however the PC will boot up fine in safe mode. At the moment the PC appears to be operating fine with the second graphics card disabled. However this isn't what we wanted to achieve.

The PC is a d330 HP (with pentium 4) and the BIOS version it's running is currently 2.40. The graphics cards that it's using are a Radeon 9200 series and a SiS 315_315E.
