Copy the install directory to your hard drive and run from there.
It is probably trying to extract the files to a read-only CDRom.

OK.... so, the instructions on that page were pretty complete.... identifying the module, making sure you have the .NET framework installed, updating the windows installer... I mean, there's complete troubleshooting on the link you provided.
It looks like you need to download the MSXML 4.0 service pack (XML Core Services) listed on the page you provided.
