Okay, i'm not sure but i think the ac adaptor is 7.2 volts, but i'll check later, right now i don't have the scanner near me, but by the way, i think this could help you a little bit, the original external charger is very generic, i'll tell you what i can for you to buy new batteries and a charger if available or needed:
The charger is a generic "power system" an universal charger base with a top for Mitsubishi 900, Diamondtel 90x, GE Mini II cellular phone batteries, and as you could see in your bat, is an alexander batterie, may be the same batterie of the above phones.
To make a very complete test, just take 30ft of cat5 if belden 1583a or any other listed on the scanner better, put the two rj45 connectors on both sides using 568a or b cabling schemes, choose the cable, i.e. belden 1583a, then go to alter limits, turn on all the pairs for testing and for making error, next ranger 20mhz. after all, connect the cable to the scanner and the super injector and push the "auto" button, it has to make all the meassurements and to grade the cable, if you use a cat5 and 30ft or more it has to grade the cable as a cat5 if you use less than 30ft you can make this test but its not as complete because the scanner can't grade.
If you need to know anything else about this scanner just ask, i have no idea of how to help you finding the manual, all i have is a photocopy, i'll see if i can scan it.
By the way, do you have the pc sutostore software for the scanner?
On the other hand, if you don't have the serial cable to connect to a pc or a serial printer, take a look:
DB9 to DB9 is a straigh throug cable, pin 1 to pin 1, 2 to 2, 3 to 3 and so..., just need one db9 male and one female.
to db9 to db25 is the following:
