How windows DHCP work with Linux

I have a windows 2000 server that serves as a DHCP server. I have linux box that is used for developement.

The problem is that when I power up a users laptop. It takes the IP address 192.168.254.30 which is a static IP for the linux box. How does windows DHCP look at Linux boxes. How can I resolve this problem.
 
Exclude that IP from the DHCP scope. Or reserve it for the MAC address of the NIC in the Linux box.
