How to write the sequnce in C???

I m not familier in C program. If I want to write a sequence control for a machine. How to write the step by step sequence in c??? How to write set reset command in c???
I would like to control a machine by c program using I/O card.

What kind of card are you programming? Is is RS-232, USB or custom? What Operating system? I have written C code for several types of devices.
