It depends upon the maker of the panel you are installing as you their suggested way of obtaining connectivity.
When you purchase one, they will include an instruction sheet with it. Just follow the color codes.
You will also want to determine if you want to use the A or B punch down configuration, but most often the B will be the one used today.
Go to the Leviton telecom site or the ICC site and you will find the information you need.
