How to verify Plug-ins enabled?

I want to check whether the browser setting has enabled or disabled to run activeX or plug-ins. Can I check this?

I want to use this for a flash plugin. If the plugin has been disabled then instead of calling a flash movie, I want to show a static image.

Please help.
