How to use ftp in iis 5.0

I need to set up a ftp server so someone can download a file. I am not familiar with IIS some I need all the help I can get. Everything including setting it up so that the user can log on. It will be only one file for one user. I am also behind a firewall built into a D-Link 704 dsl router.

I think that another post on ftp was posted at the same time as mine. I appologize. If anyone else has any suggestions anyway, please post.
