How to upgrade from USB 1 to USB 2

I'm getting two different stories on how to upgrade from USB 1 to USB 2. One source says it's a hardware issue - that the USB 1 hubs on the motherboard aren't upgradeable and I need a separate card to get USB 2. Another source says it's a device driver issue - lose the USB 1 device driver, install the USB 2 version, and the hardware will do the rest. Who is right?

It is a hardware issue, not a driver issue.

Have source #2 pay source #1 for the bet.
