how to store a binary local file into a column with Oracle7.3

I'm developing an application with Form2.1 and have a problem:<br>
The first one is: I don't know how to store with PL/SQL instructions a file on my local hard disk into a table of Oracle 7.3.<br>
The second: I have to read the file from the DB and I have to pass it to another application.<br>
Can somebody help me ??
 
Does the file have to be on your local hard disk?<br>

Have you thought about FTPing it to the DB server and then loading it from there?<br>
