How to stop Track Changes

Version - MS office Word professional Edition SP1

I ran through the normal Tool-> on/off in attempts to turn off the "Track Changes" on this particular word document.

Here is one of many combination steps I did
1) Accept all changes
2) Select "Final" in the "Review" tool bar
3) Tool -> turn off track changes (it is grayed out now)
3) Deselect the "Review" under View
4) Save the document and exit

However, "track changes" is on again next time I open this particular doc in a new session of MS word. Your help is appreciated to stop this annoyance.
 
A possible easy solution would be to select all and copy/ paste the documents content to a new doc.
