How to stop all o/g trunk calls except 999

Hi all
I know this is a fairly basic question but I seem to be missing something, I am trying to stop all outgoing trunk calls except 999 from an extension, have tried changing NCOS but that doesnt seem to work.
System is Option 61C with latest Software.

If you have TARG turned on you could use TARG to restrict ext from accessing specific routs.
