How to Specify a server config?

Anybody done anything with specifying the server configuration for SQL 2000?

Basically, my bos has asked me to price a machine for 200 users on a SQL environment?

You need to know much more than the number of users.
Number of Users: 200
Size of database:
Average database growth:
Peak number of transactions per second:
Average number of Transactions per second:
Number of records per table per database:
Average growth of tables per table per month:
How much data will be access one off, and how much will be accessed often:
What kind of database is this, data warehouse, staging, dev, decission support, etc.:

With these questions answered a better spec can be recommended.
