No, SMS is a product in it's own right. You'll have to purchase it.
To use it you'll also need access to a SQL Server, SMS needs this to store inventory data.
The SMS client agents come with the package. There are several methods of installation. The client can be installed automatically, through login scripts etc. It can also be installed manually if you have the time to go to each client!
Have you looked at the address below - it has technical docs including deployment plans.
