How to simple replace defective NTDW59 to new one?

could anyone experienced help me please ?
Our CS1000 after upgrade to rel.7 has some problems, for example-randomly short interrupted the ELAN between the CPU and on-board MGC card or DECT phones randomly stops working, only restart DMC card is helpful. Paches are up to date ... I decide to replace the NTDW59 CP-MGS Card
I did it this way:
1.I moved HDD & Dongle & CF Card from old (probably defective card ) to the new board
2.new Card was inserted into slot in IPMG
3.ELAN and TLAN was connected to NTDW59
4.MGC chassis was Powered
5.but nothing happened, HDD LED shortly blink but the processor does not want to boot

Any suggestions - what am I doing wrong?
