How to set up a phone number 1

So I get a new job and I'm in charge of our Norstar phones, and someone wants a new phone number(outside line) and all the documentation is locked in my bosses office. I think i am doing everything correctly in setting up the new phone, matching the set to the line, setting the outside line to Appr&Ring and having the line go private to the set, but it doesn't work. The call ends up going to the front desk, which i also looked at, and that set isn't trying to grab the line. Any help on how you are actually supposed to set up a new phone line and any steps i missed would be greatly appreciated.

You didn't mention which Norstar system you have, but the default prime set for lines is 21,221,2221 etc, depending on your DN length. Line numbering can get a bit tricky, so perhaps you are using the wrong line number. When it goes to the front desk, look at the display and verfify what line number it is.
Example: On a CICS, the 5th line is actually line 025.

Are you using DIDs? Sounds like you may. Describe what you mean by outside line? Do you mean a direct number to the user?

I'm not sure what DIDs is. I do have a DN length of 3, so set 221 is the prime set. what i was trying to figure out is how to give someone a real world phone number. when you dial out, it's all from xxx-xx01. when someone calls to talk to you, they want to call a specific number, so i'm xxx-xx25 and my boss is xxx-xx60. I need to set it up so that i can take this unused set, and give it a phone number that people can call. i think i found the problem, though. i think if i set rec'd # to the phone number everything works, but i don't know what rec'd number is.
