How to set a station to receive calls but not make them

Is this even possible? I need to make three phones get calls but not be able to dial calls. there are two diferent types of phones that need to have this done. One is a 4606 and the other is a 6408d+ if that makes a difference.

Create a COR the has 'Outward Restriction' activated.

you should not restrict 911 call.
